Cover under any of the LABC NHW policies is only provided after
a satisfactory independent technical audit has been undertaken on
behalf of the Underwriter. This is known as the site audit survey
and is undertaken by the Site Audit Surveyor.
The inspections carried out are to satisfy the Underwriter that
the Housing Unit to be insured represents a normal risk for
insurance under the LABC Warranty. It should not be inferred that
the inspections are for any other purpose. The Site Audit
Surveyor works solely for the Underwriter.
To ensure high levels of service the Site Audit Surveyor will be
measured against key performance indicators and the quality of
their standard of service is monitored by the Technical Services
Department of the Scheme Administrator.
TECHNICAL CONTROLS AND
PROCEDURES
When a self builder advises that they wish to effect cover under
any of the LABC NHW policies the following procedures apply:
- The Site Audit Surveyor contacts the self builder/developer
within 48 hours.
- When the surveyor contacts the self builder/developer at the
outset they will be advised of the surveyor's telephone
number and will be invited to contact the surveyor if they
require advice. The surveyor will also confirm the build
timetable.
- The surveyor requests copies of all relevant drawings and
calculations; a plan check is carried out on the design and
calculations and if a potential problem is discovered all parties
are notified immediately.
- The Design Assessment is an essential part of the technical
audit and detailed drawings will always be required (even if
works are being undertaken on a "Building Notice" Building
Regulations submission).
- If the plan check is satisfactory, a report is forwarded to the
Policyholder confirming the position.
- The surveyor will visit the development at intervals to check
that the standard of construction is satisfactory.
The surveyor will always visit the development, providing
sufficient notice is provided, at the key construction stages.
It is the self builder's responsibility to contact the Site Audit
Surveyor at the point when the relevant construction stage is
approaching.
- After each inspection the Site Audit Surveyor will either
complete the inspection record log or issue a separate report,
detailing their findings.
- Following the Final Inspection, and prior to provision of a
Certificate of Approval, the self builder must provide the
Site Audit Surveyor with a copy of the Completion Certificate as
issued by their Local Authority Building Control Body.
- The Site Audit Surveyor will issue interim and final
certificates, if so requested, at set stages of construction.
Additional fees are payable for these inspections.
